PNL Associates LLC, a small consulting firm, supports state criminal justice organizations as they expand and modernize their IT systems. Services range from system enhancements (adding new web-based capabilities, building interfaces between systems, and enhancing workflows) to complete system upgrades. PNL also works with large teams to develop proposals and implement large systems integration projects. Specialties also include requirements definition/analysis, conceptual design, and assessment of project deliverables against system and program requirements.
Formed in 2000, PNL is a small business specializing in small-scale system design and implementation and proposal development for medium and large-scale systems. PNL is owned by Paul Anderson and Linda Phillips. Most of the work is performed by them with occasional support from an independent contractor.
Prior to forming PNL Associates, Paul Anderson's and Linda Phillips' careers each included more than 20 years with PRC Inc, a McLean VA-based system integrator. Each served as programmer/analysts and system designers implementing the solutions proposed in bids for many different federal and state agencies. Prior to leaving PRC, Mr Anderson served as senior architect on multiple projects and Ms Phillips was a department manages supporting project managers on a variety of projects.
As PNL Associates, Mr Anderson and Ms Phillips continue to do both system implementation and proposal development. They have provided the technical support and system enhancement of the Mississippi Criminal History System for the past 8 years. In 2006, they migrated the system to new hardware, new operating system, new database product and new high-availability product, added many web-based capabilities, and implemented enhancements to the workflow and business process functions.
They have served as team members on proposals for a number of federal bids with DOJ, DOEd, and DHS. Specific tasks include: architecting and developing the technical solution, hardware modeling and vendor selection, evaluating COTS architecture alternatives, documenting the technical (life cycle development) approach to include aligning the company's model with the customer's requirements, developing the work breakdown structure to its lowest level, scheduling, and authoring sections. They have also served on review teams as well as internal one-on-one section reviews with authors to ensure compliance, consistency, and completeness.
